WP Reservoir Commission's Existence Questioned

The Washington Parish Reservoir Commission met Wednesday (May 24, 2017) and heard a report from the Commission's attorney and heard from concerned citizens. 
Much of the meeting consisted of discussion of the Commission's appeal of the Army Corps of Engineer's decision that denied the Commission's previous permit application and hiring an engineering firm to conduct an Environmental Impact Study. In addition, discussions were had regarding the “footprint” or size of the project. 
Concerned citizens addressed the Commission regarding location of the reservoir, whether or not the Commission should hire an engineering firm without going through a bid process, and, in view of the Commission's inability to obtain property by eminent domain, whether the Commission's very existence remains relevant.
